arr\u00eat en date du 27 mars 2015, le Conseil d’Etat avait valid\u00e9 un licenciement pour manquement \u00e0 l\u2019obligation de loyaut\u00e9 en raison d\u2019une utilisation par un salari\u00e9 prot\u00e9g\u00e9 de ses heures de d\u00e9l\u00e9gation pour exercer une autre activit\u00e9 professionnelle (CE, 27 mars 2015, n\u00b0 371174, JSL, 13 mai 2015, n\u00b0 387\u20117).\nL’obligation de
